Le présent document constitue le rapport final relatif à la mission d’évaluation des conditions de vie, de l’acquisition de compétences sociales et des différentes formes d’implication et de participation des élèves du premier degré de l’enseignement secondaire.

Le rapport est constitué comme suit :

• Chapitre 1 : Ce chapitre reprend l’introduction générale du rapport.
• Chapitre 2 : Ce deuxième chapitre rappelle la mission confiée, son contexte général.
• Chapitre 3 : Le troisième chapitre rappelle les grandes lignes de l’approche
méthodologique qui a été suivie pour collecter les données qualitatives et quantitatives nécessaires à l’analyse.
• Chapitre 4 : Le quatrième chapitre présente les observations relevées lors de l’analyse de la littérature.
• Chapitre 5 : Le cinquième chapitre reprend les conclusions des résultats observés suite à la phase d’analyse qualitative.

La Conférence intercantonale de l’instruction publique de la Suisse romande et du Tessin (CIIP) a confié à l’Institut de recherche et de documentation pédagogique (IRDP) la réalisation du projet intercantonal « Profils de connaissance / compétence » (art. 16 de la Convention scolaire romande).
L’objectif du projet était de créer un dispositif d’information commun à tous les cantons romands, destiné à renseigner les écoles du degré secondaire II et les maîtres d’apprentissage.
Pour répondre à ce mandat, l’IRDP a mené deux enquêtes exploratoires par questionnaire, dont les résultats sont présentés ici.
Pour la première enquête, au printemps 2009, des représentant.e.s du secondaire II ont été interrogé.e.s, notamment la direction de tous les établissements romands, ainsi que des représentant.e.s des milieux professionnels, de l’orientation et du case management. Cette enquête a permis d’inventorier les informations jugées les plus utiles dans un futur dispositif.
Au printemps 2010, une deuxième enquête a été effectuée auprès de l’ensemble des
enseignant.e.s de 11e année (ancienne 9e) de toutes les disciplines. Le but était de vérifier si la récolte des informations souhaitées par les participant.e.s à la première étude était faisable et réaliste, et leur transmission possible.

Penser les marchés scolaires

"Le concept de marché scolaire décrit une réalité plurielle qui prend des
formes différenciées selon les traditions nationales, les terrains d'enquête et les acteurs que l’on étudie.
L’on peut aborder l’unité et la diversité de ce concept de marché scolaire selon trois dimensions empiriques : celle du choix des familles, celle des politiques scolaires ou encore celle des concurrences entre établissements. Ces trois dimensions sont nécessairement présentes pour que l’on puisse parler de marchés scolaires, mais la prévalence de chacune d’elles varie en fonction des traditions scolaires de chaque pays.
Penser les marchés scolaires demande un double décentrement.
Au plan théorique d’abord, il nous faut repenser le concept de marché dans un cadre plus large que celui – trop étroit – de l’économie néo-classique pour aller vers une véritable sociologie des marchés. Pour cela, il nous faut comprendre la façon dont la qualité éducative perçue par les familles peuvent être un opérateur des marchés scolaires, comment les stratégies de reproduction sociale interviennent comme moteur de l’action, comment aussi l’action publique et les chefs d’établissement, loin de simplement « subir » les marchés scolaires, en sont des acteurs à part entière.
Ensuite, le deuxième décentrement est empirique et contextuel.
Comme a très bien su le montrer Jean-Claude Passeron, les concepts des sciences sociales sont toujours situés dans le temps et l’espace.
L’éducation comparée est le cadre idéal pour un tel décentrement. Du point de vue de leur fonctionnement, comme des mécanismes de régulation et de leurs conséquences, les contextes nationaux sont déterminants pour comprendre la forme et le sens des marchés scolaires aujourd’hui.
C’est en ce sens que les marchés scolaires sont un objet pertinent de l’éducation comparée, comme l’illustrent les neuf contributions de ce dossier de la revue Education Comparée".

Responsabiliser les élèves

"Le printemps 2011 a été, pour les académies, l’occasion d’organiser des journées régionales autour d’un thème commun : « Responsabiliser les élèves ».
De Lille à Marseille, en passant par Paris et Rouen, les adhérents d’E&D, dans leur territoire, ont conçu eux-mêmes ces journées. Les conférences, les débats, les ateliers, les tables rondes auront été d’une grande richesse dont ce cahier garde une trace vivante.
Dans le souci de la plus grande ouverture, au risque parfois de dissonances par rapport aux positions de l’association, chaque académie a invité des personnalités diverses, portant leur propre parole par rapport au thème à traiter.
Ce cahier fait état aussi, selon une méthode chère à E&D, de la parole des acteurs de terrain, écho des pratiques sans lesquelles toute théorie n’a que peu de poids.
Enfin, le point de vue de notre association sur la question de la responsabilisation des élèves est rappelé dans diverses interventions et une synthèse de notre réflexion sur le sujet est proposée par Françoise Clerc en fin de cahier" (présentation de l'éditeur).

Creating Communities: Local, National and Global, University of York, England, 24 -26 May 2012

We are pleased to announce the 14th Annual CiCe Network Conference, the 8th CitizED Conference and the 1st Creating Citizenship Communities Conference, to be held at the University of York, England, 24 -26 May 2012.

This joint conference, under the theme: Creating Communities: Local, National and Global brings together the Children’s Identity and Citizenship in Europe Academic Network, (CiCe) a European network of academics and professionals funded by European Commission, with two other significant groups in the field of citizenship education: CitizED, a global network of academics and the project team of the Esmée Fairbairn funded initiative ‘Creating Citizenship Communities’.

The conference will have a focus on citizenship and identity with particular respect to community building. It aims to bring together staff involved in the education of pre- and in-service professionals who work with children and young people. Papers at the conference will range from research findings, theoretical discussions to analysis of practice.

We welcome all lecturers and researchers in universities and other higher education institutions with an interest in our themes, as well as those in NGOs, schools and policy fields.

EERA Conference 2012 Cadiz

Call for Proposals
EERA, European Educational Research Association and the University of Cadiz, Spain, invite Educational Researchers to participate in and to submit proposals for the European Conference on Educational Research 2012.
The conference theme "The Need for Educational Research to Champion Freedom, Education and Development for All" will provide a focus for the keynote addresses and for other invited events. It may also be taken as a reference within the conference sessions organised by the EERA networks. However, proposals for contributions are welcome from all fields of educational research. Participants are invited to hand in up to two abstracts for papers, posters, workshops, round tables and symposia. All proposals must be handed in electronically via the online submission form. PhD students and emerging researchers are especially invited to participate in the Emerging Researchers’ Conference by submitting proposals to the Emerging Researchers’ Group.
The ECER is the annual conference held by the European Educational Research Association (EERA). It welcomes close to 2.000 scholars each year, representing views and research traditions from all parts of Europe and also attracts researchers from other parts of the world.

CONFERENCE VENUE AND ACCOMMODATION

The university campus is located within the city center, close to the Genovés Park and the Caleta beach. The main venue of the ECER 2012 is the Faculty of Philosophy and Letters.
It consists of different areas that range from wide classrooms to small cosy ones with a warmer atmosphere, meeting rooms and wide public central areas.
The local organising committee will provide an online booking form for hotels and will be glad to help you with your reservation. Information on hotels will be available in January.

7TH INTERNATIONAL BASIL BERNSTEIN SYMPOSIUM

Maison Méditerranéenne des Sciences de l’Homme (MMSH), Aix-en-Provence, France
28-29-30 June 2012

We are delighted to announce the 7th biennial symposium on research inspired by the work of Basil Bernstein will be held at MMSH. Located in the beautiful town of Aix-en-Provence in the south of France, the symposium is scheduled for 28-30 June, 2012.

In keeping with the spirit of sharing an experience of high-level intellectual discussion established by the BB1-6 conferences, this symposium will not be streamed into parallel sessions. It is also planned to have simultaneous translation (French and English) for presentations.

Registration cost has not yet been finalised, as we are applying for funding to support the translation costs. We anticipate the costs being no more, and we hope less (especially for PhD students) than recent symposia (e.g. BB5 was 185GBP).

We hope you are as excited as we are by this rare opportunity to enjoy an intimate, intense and intellectual experience.
